Process and Timeline

The importation of migrant workers under the Memorandum of Understanding (MOU) system
between Thailand and source countries such as Myanmar, Laos, and Cambodia follows these steps:

Once approved, the Department of Employment will forward the request to the embassy of the source country or a licensed recruitment agency in that country to begin the worker selection process.

Forwarding the Request
to the Source Country

Worker Selection and Registration

The recruitment agency in the source country will manage the recruitment, selection, contract formalisation, and creation of a worker name list (Name List) before submitting the information back to Thailand.

Once the name list is received, the employer must apply for a work permit for the workers, submitting relevant documents such as:

• Form B.T.31
• COVID-19 vaccination certificate (if available)
• Health insurance for workers (4 months)
• Social security registration

Apply for Work Permits

The Department of Employment will notify the embassy and the Immigration Bureau (IM) to process the visa and allow workers to legally enter Thailand.

Approval for Worker Entry

Workers will arrive as scheduled, and their documents, vaccination records, and health insurance will be verified at the First Reception Centre.

Worker Arrival in Thailand

• ATK testing and health screening
for six diseases as per the Immigration Act.
• Smart Card Work Permit Training.
• Employment notification at
the First Reception Centre.

Procedures at
the First Reception Centre

The employer will receive the workers at the workplace, along with related documents such as the Name List, COVID-19 test results, and health check certificates.

Travel to the Employer’s Workplace
